Domain overlay skills (fintech, healthcare, b2b-enterprise) embed regulatory requirements that go stale with no mechanism to detect it. Fix: add ‘regulations-refreshed: YYYY-MM-DD’ frontmatter to each overlay, plus a weekly cron (helix-regulatory-refresh-check.py, runs Mon 9am) that flags any overlay not refreshed within 90 days. Without automated staleness detection, overlays silently rot.
