Domain overlay skills (fintech, healthcare, b2b-enterprise) contain regulatory thresholds that drift as laws change. Pattern: add regulations-refreshed: YYYY-MM-DD frontmatter to each overlay, and run a weekly cron (0 9 * * 1) via helix-regulatory-refresh-check.py that flags any overlay where this date is >90 days old. The script scans all SKILL.md files for the frontmatter key and reports stale ones to stdout for session pick-up.
