fintech, healthcare, and b2b-enterprise overlay skills carry compliance guidance that becomes stale if not refreshed. Added regulations-refreshed: 2026-04-16 YAML frontmatter to each overlay and created helix-regulatory-refresh-check.py + weekly cron (0 9 * * 1). The cron flags any overlay whose frontmatter date exceeds 90 days. Without this, compliance overlays silently serve outdated regulatory context to delivery agents.
