The brainstorming skill’s hard-gate takes explicit precedence over the Stop hook’s ‘pure Q&A/research/exploration/planning with no file modifications’ exemption. Even when no files have been written, the Stop hook will block session termination if brainstorming is in progress and the writing-plans skill has not been invoked. The terminal state for any brainstorming session is the writing-plans skill invocation — not user approval of the design, not spec completion, not spec review.
