The gap: framework mandated it in prose but no Hookify rule fired on creative-work trigger keywords. Fix: hookify brainstorming-gate rule on UserPromptSubmit that intercepts feature/build/create/add-functionality triggers and forces superpowers:brainstorming before any code.
