The stop hook enforces that the Universal Completion Gate (7-item checklist) is formally invoked and documented for any session with multi-file changes. Implicit or partial compliance (temp check + doc check without naming UCG) triggers a BLOCK. For 42-file waves, all 7 UCG items must appear in output as a named table.
