Adopt the R-Dash W7-W12 upgrade plan as the active roadmap for elevating R-Dash from pilot-ready to world-class agent-first GA. W7 (Agent-First Authoring) ships first as critical path. Three plan-level gaps from premortem deferred to a v0 amendment PR pre-W7: (a) org change-management addendum, (b) Anthropic vendor-risk + India data-residency review, (c) per-wave kill-switch criteria.

Rationale

Premortem applied: critical-path failure modes (Cortex unavailable, Anthropic budget breach, Layout v2 breakage, critic loop divergence, 50% effort slip) all already mitigated in plan itself (fallback semantic backend, per-workspace cost caps, lazy migration + visual regression CI, 3-iteration cap with human escalation, wave-by-wave acceptance gates allowing early descope).
