When SKILL.md content is progressively moved to docs/ or references/ subdirectories, lint checks targeting SKILL.md line counts or content patterns produce false failures. The lint scripts in fusion-invariants-lint.py needed updates to account for progressive disclosure — total skill footprint (SKILL.md + referenced docs) is the correct measure, not SKILL.md alone.
