When SKILL.md content is moved to docs/references/ subdirectories during progressive-disclosure refactoring, lints that inspect SKILL.md content report false failures (e.g., missing pipeline stages, dangling references). The lint must be updated simultaneously with the content move to recognize progressive-disclosure patterns and check the new doc paths.
