memory-md-must-be-directive-not-inventory

MEMORY.md should contain only behavioral directives (13 Laws, Tier 1 rules, behavioral pointers to topic files) — never inventory data like VPS specs, container counts, hook paths, or tool lists. Inventory is derivable and belongs in topic files. Mixing inventory with directives caused the file to grow to 190 lines while only ~60 lines were load-bearing intelligence.
