MEMORY.md must contain only behavior-critical directives and pointer references — never file lists, inventory counts, derivable platform data, or duplicate content from topic files. The architecture/hooks/tool-intelligence topic files exist specifically to absorb extracted detail so MEMORY.md stays directional. Any content that does not change how a session behaves belongs in a topic file, not the index.
