MEMORY.md is a behavior-conditioning file loaded every session — every line costs context budget. Inventory (hook paths, container counts, CLI tool paths, Docker versions) belongs in topic files; MEMORY.md should contain only behavioral directives, pointers, and architectural decisions that change how the model acts. Extracting 22 hooks to hooks-registry.md and 6 tool-intelligence rules to tool-intelligence.md reduced MEMORY.md from 190 to 126 lines while preserving all behavioral intelligence.
