Hostinger KVM 8 plan (8 vCPU AMD EPYC 9354P, 32GB RAM) uses shared physical CPU, making it susceptible to noisy-neighbor steal time. Sustained steal of 12-22% is normal; spikes to 65% happen during hypervisor contention. Cannot be mitigated inside the VM — requires Hostinger support ticket or upgrade to dedicated CPU plan.
