On Hostinger shared KVM plans, top CPU% includes hypervisor steal time (st column in vmstat). 64.5% steal means Hostinger neighbors are consuming cycles, not local processes — actual us+sys was ~30%. Always check vmstat 1 st column before attributing CPU to local workloads.
