ACP is designed for LLM call delegation, not pipeline orchestration — it gives less control over individual stages. MCP Server is the correct choice because it gives ORACLE Hermes structured JSON tool responses, granular 23-stage control (start, status, resume, gate approval), and fits the native stack architecture already using 10+ MCP servers.
