Parallel subagents dispatched via the Agent tool are sandbox-blocked from writing to /root/.claude/skills/ — all 4 parallel Stage 2 agents hit this restriction simultaneously. Only the main agent (parent session) can write to that directory. For any task requiring edits to skills, hooks, or Claude runtime config, the main agent must execute writes directly rather than delegating to subagents.
