startup-routine-gate and brainstorming-gate are cited as enforced hooks in MEMORY.md Tier 1 Directive 0 and master-orchestrator SKILL.md, but neither exists in settings.json or on disk. This creates false confidence that behavioral gates are automated when they are not.
