MEMORY.md Tier 1 Directive 0 and master-orchestrator SKILL.md referenced startup-routine-gate and brainstorming-gate hooks that do not exist in settings.json or on disk. This means the hooks are aspirational prose, not enforced behavior. Every hook referenced in documentation must be verified against the live hooks registry — undeclared hooks silently do nothing while consuming trust in the system’s behavioral guarantees. Resolution: either create the hook or scrub the reference.
