Why it matters

Recommendation
NOVA should choose one of two paths:
- Locate and register the existing Annual Strategic Cascade if it exists outside vault/workspace.
- Authorize CSO to draft a v0 Annual Strategic Cascade from current anchors before commissioning any more broad strategic scans.
Kill criterion
If no cascade artifact is located or authorized by 10-May-2026, mark cascade integrity as unverifiable and treat future strategic scans as tactical inputs, not enterprise strategy.
