Pair status: DRAFT — flips to SIGNED post-cutover when 17/17 Phase 9 gate passes + R32 census returns 0 TRUE_BUG. Skill+tool union now provides complete AWS coverage with zero ambiguity (counts reconciled to 3,006 module-level functions across all artifacts) and zero compromise (universal CLI fallback covers all 400+ AWS services regardless of structured-tool coverage).
