master-orchestrator SKILL.md claims automatic prompt routing but no UserPromptSubmit hook routes to it in settings.json. The skill exists as a passive reference, not an active router. Claiming auto-routing without the hook creates false confidence in the orchestration layer — either wire the hook or update skill descriptions to reflect manual invocation.
