Required Follow-up

  1. Replace heartbeat-only delivery with a deterministic scheduled mechanism: 06:25 refresh, 06:30 delivery, 06:35 watchdog.
  2. Ledger write must be part of the delivery transaction, not a later manual step.
  3. Add a direct failure path if the 06:25 prep process exits early or is killed.
  4. Close this handoff only after two consecutive 06:30 on-time briefings are logged with evidence pointers.
