New capability: Cost Observer (Fivetran sync cost observability). Adds 2 MCP tools to fivetran-mcp (observe_fivetran_connector_cost, get_cost_observer_status) + new “Fivetran Cost Intelligence” section in snowflake skill with 5 canonical pull-based queries. Tool count 175→177. Snowflake provisioning: role FIVETRAN_COSTGUARD_RO, user SVC_FIVETRAN_MCP_COSTGUARD, audit table COST_OBSERVATIONS. Pure observability — never blocks pipelines. For cost questions, snowflake MCP alone is sufficient.
