Complete Goals UI revamp: Goals list page with status filters + rich cards, Goal detail with tabs (Tasks/Sub-Goals/Projects) + progress ring + properties sidebar, enhanced New Goal dialog with owner picker (Orchestrators/Specialists grouping) + auto-exec hints. Backend: goalId filtering on issues API, auto-wakeup on goal create/activate. 7 files changed, deployed and visually verified.
