Division Blueprint: self-replicating architecture for new CIOS divisions

Decision

Created parameterized templates (orchestrator-template.md + specialist-template.md) and 12-step Division Provisioning Protocol in SOUL.md. Added 8 Scaling Invariants governing CIOS at any scale. Enhanced all 3 orchestrators with Domain Authority, Integration Protocol, and Approval Protocol.

Rationale

As CIOS grows (new divisions, new agents, new specialists), every new division must inherit the full architectural standard automatically — zero protocol re-invention, zero quality degradation. Templates + SOUL.md inheritance ensure new divisions start at the same intelligence baseline as existing ones. Scaling Invariants guarantee cohesive integration, zero ambiguity in responsibility, and 100% delivery success regardless of scale.

Alternatives Rejected

Alternative 1: Hardcode division setup in a script — rejected because divisions have unique domain expertise, quality-gate customization, and specialist composition that can’t be fully automated. Alternative 2: Copy-paste existing orchestrator files — rejected because it violates Law #1 (zero redundancy) and creates drift as SOUL.md evolves. Chosen approach: parameterized templates + SOUL.md inheritance gives standardization with flexibility.
