xint-mcp-policy-tier-must-match-credential-phase

Registering xint MCP with read_only policy works for Phase 1 and 2 read-only tools, but Phase 2b OAuth-gated write tools (like, bookmark, follow, engage) must use an engagement policy tier. Placing write-capable tools under read_only causes silent capability gaps. Re-register MCP with engagement policy when adding OAuth credentials, not just adding the env vars.
