sops-canonical-home-aj-workspace-not-aj-ea

Cross-workspace SOPs live at /root/aj-workspace/sops/ (developer workspace), not in aj-ea, even when the SOP was first drafted during an EA session. The memory index for all SOPs lives at /root/aj-workspace/memory/sops.md. EA sessions that surface new SOPs should delete the aj-ea draft and add a single one-line pointer in aj-ea MEMORY.md under Topic Files pointing to aj-workspace as the canonical home.
