Skills handle atomic capabilities, topic files hold deep reference knowledge, feedback files capture single behavioral rules — none could carry a chronologically-ordered multi-skill workflow with state handoff between steps (e.g., seedance-loop-prompt → external Kie AI → Seedance 2 → website-creator → gh CLI → hostinger). SOPs fill that exact gap. The category was added to setup-curator’s routing tree so future invocations auto-route workflow creation correctly.
