When adding a new skill to the frontend-intelligence orchestrator routing table, BOTH the table row AND the section header count declaration must be updated in the same operation. Audit found 9 rows but ‘10 skills’ in the header because runwal-bkc-website existed in the routing matrix but was missing from the inventory table. Any skill addition is incomplete without a count reconciliation pass.
