After hostinger-admin and excalidraw were migrated from VPS permanent MCPs to Desktop Custom Connectors, mcp-tool-budget.md continued listing them as permanent. File has no live binding to actual config; any MCP migration to/from Desktop must include an explicit mcp-tool-budget.md edit.
