The fusion-invariants-lint.py ORCHESTRATORS list intentionally tracks only 71 delivery skills, while 56+ additional skills exist on disk (platform SMEs, framework/infra, utility/tooling, project-specific). Without an explicit scope-exclusion comment block in the script, future audits will falsely flag these as ‘phantom’ untracked files. The comment must enumerate the four exclusion categories to prevent this misdiagnosis.
