A project marked CODE-COMPLETE has all files committed and tests passing, but is not running anywhere. Reaching usable state requires: build images, provision secrets to /etc/app/prod.env, start the stack, run migrations, seed the first admin, wire DNS/TLS. For a 6-wave project this is a 2–4 hour VPS session distinct from development completion. Never conflate the two states in status reporting.
