The cli-capability-enablement skill’s Phases 2-3 (authentication, credential management, scope planning) are explicitly skippable for auth-free tools. For stateless npm CLIs with no config files or tokens, only Phase 1 (global install + cross-user verification) and Phase 4 (skill creation with gotchas) are required. NOVA handoff (Phase 5) is also skippable when there is no auth bridge, no OpenClaw capability expansion, and no guard rails needed — a vault decision record suffices.
