The brainstorming skill’s hard-gate (forbids stopping before design presentation and user approval) conflicts with the stop hook’s ‘pure Q&A/planning sessions’ exemption. When the agent is mid-brainstorming and waiting for user input, the stop hook repeatedly fires and blocks stopping — sometimes a dozen times in one session. The stop hook evaluator correctly identifies that the brainstorming hard-gate takes precedence over the exemption clause. This is by design but creates noise; the resolution is that user must provide their pending input to advance the brainstorming process.
